The reach of these newspapers will grow with the spread of education and literacy and as their influence increases, so should their quality and sense of responsibility. I hope that the deliberations will contribute to building an ethos of principled journalism among the small and medium newspapers in the highest traditions of a free and vibrant press.

it gives me immense pleasure to knav that All india Small Medium Newspapers Federation is organizing its 45th Annual Session at New Delhi on November 20 and 21, 2013. It is equally heartening that a seminar on the topic of Small & Medium Newspapers is Spreading Awareness, is also being organized on this occasion. Considered as the guardian of democracy, media plays a vital role in building public opinion. Haryana Government has implememed a number of welfare schemes to facilitate the media persons in discharging their duties. The Govemrnent has instituted ‘Haryana Patarkar Puraskar’ to honour media persons for their outstanding contributions Also ‘Haryana Patarkar Kalyan Kosh’ has been setup to give financial assistance to the needy media persons.

Free press has a proud and distinguished record in lndia and is a vital institution of our democracy. With nearly 63 registered newspapers in different languages, India is among few countries of the world with such diversity and depth in journalism .
In a multi-cultural and multi lingual society like India, Small and Medium Newspapers play very important role in taking news and conveying informed views to people in the rural and semi-urban areas. They speak the language of the locals and are thus capable of establishing a bond with them. With the tremendous developments in the fields of communication and technology, the pace at which information is shared and disseminated has increased manifold. Information from all corners of the world travel day and night reaching out to media practitioners as well as readers around the globe. The communicator is confronted with an exceptional prospect of molding public opinion, both in terms of content and reach.
Media is a mighty weapon in the hands of communicators and media professionals which needs to be used with discretion, without fear or favour. But the communicators circulating information in public are to follow ethical standard. The news needs to be unprejudiced and should consist of honest and factual information.
